Is your plan still available? There are some that won’t be next year. All Humana plans, NALC Value, AltCare and Indiana University Health Plan left FEHB. Also, there may be service area changes that may change the availability of HMO plans. Kaiser in Colorado has added and removed counties in their service area. If you are affected by these retirement plans, you should choose a new FEHB plan during this open season. If you don’t, OPM will automatically enroll you in GEHA Elevate, the cheapest national PPO plan.
There are no new FEHB plans to choose from in 2024. Sentara Health has a new plan available in Northern Virginia, and Compass Rose has added a standard plan and eligibility for VA Department employees and retirees.
Less than 5% of federal employees or retirees change plans during the open season. Many people keep the same FEHB plan for years. If you’re that type of person and haven’t looked at different plans in a while, this year will be good to see some new options offering savings.

Next year, all federal employees will have some predictable health care expenses — dental care, vision care, scheduled medical visits, prescription drug refills or pharmacy supplies. Paying FSA-approved health care expenses with pre-tax payroll funding can save you about 30%.
Employees can contribute up to $3,200 in 2024, but you’ll need to be a little careful with your budgeting because only $640 of unused funds can be carried over to a new plan year. Employees with an HSA are not eligible to have a health FSA, but they can set aside limited FSA expenses for dental and vision expenses, making it a good idea to invest HSA funds. The biggest news for annuitants this open season is Part D coverage. The following 17 FEHB plans will offer Part D prescription drug plans to enrollees next year:
If you only have Medicare Part A or Medicare Parts A & B, you will be automatically enrolled in a PDP and must already have written notice of automatic enrollment (BCBS plans are automatically enrolled only if you have Parts A & B).
You don’t have to maintain a PDP if you don’t want to. Contact the plan directly to cancel. If you decide to rejoin PDP, you can without late penalty. FEHB counts prescription drug coverage as creditable coverage.
Prescription drug coverage from the PDP must be as good or better than what the FEHB plan offers. Mostly, this is true. This is especially true for plans that offer a maximum of $2,000 for an out-of-pocket prescription drug a year earlier than required by law – BCBS Standard, MHBP plans, Rural Carrier, Foreign Service and Aetna plans have maximums of $2,000. .

Annuitants with moderate to high drug costs will benefit greatly from these new plans and should consider participating in an FEHB plan with Part D coverage if their current plan does not offer a PDP in 2024.
Even if you’re thinking about keeping your current FEHB plan, you’ll want to do some homework to make sure there aren’t any major changes that will alter your enrollment decision. Go to Section 2 of the plan brochure to learn about benefits and premium changes and to confirm that your doctors will still be in network and your prescription drugs will be covered.
Be sure to consider other plans. You could save thousands of dollars next year by switching to a lower-cost plan with similar coverage.
Take advantage of the FSA. With higher premiums, an FSA is an easy way to save on your health care costs.
